In Mecklenburg-Vorpommern, transport contracts are concluded on a case-by-case basis as both net and gross contracts. In net contracts, the revenue risk is generally borne by the RU, in gross contracts by the state. The form of the respective transport contract is adapted to the specific conditions of the contract on the basis of specified incentive and risk limitation regulations.
Transport contracts are service contracts and are awarded competitively. The legal basis for this is Regulation (EC) No. 1370/2007, which entered into force on 3 December 2009. Bridging or emergency measures are immediate measures to avoid traffic disruptions when individual transport contracts expire.
In Mecklenburg-Vorpommern, a total of thirteen transport contracts concluded with five different rail transport companies will be effective in 2024:

Regulation (EC) No 1370/2007 declares regulated competition to be the guiding principle for public passenger transport services on road and rail. The principle of awarding contracts in competition therefore also applies to the conclusion of new transport contracts. The award concept is available for competition planning in Mecklenburg-Vorpommern.
The basic structure of the division of the local rail service in Mecklenburg-Vorpommern into individual subnetworks defined in the award concept remains basically unchanged after the award in the first award cycle. The subnetwork structure will be gradually revised in the second award cycle, which has been running since 2019, in order to open up the design for current transport needs and new, more environmentally friendly vehicle concepts. In addition to the formation of subnetworks, it has proven successful to award smaller routes individually. The effects of the update of the integrated regular-interval timetable, which in some cases are associated with changes to lines, are also gradually being aligned with the award planning. Mecklenburg-Vorpommern is also preparing to participate in the Deutschlandtakt from 2030.
